UPD notched ARTA RCS Silver Award anew

UP Diliman (UPD) is once again a recipient of the Anti-Red Tape Authority (ARTA) Report Card Survey (RCS) Silver award after earning a very satisfactory rating (90-94% bracket) in the 2023 RCS 2.0 cycle.

According to a post in UPD Human Resource Development Office (HRDO)’s Facebook page, the recognition is “given pursuant to Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The RCS serves as a comprehensive tool that quantifies the perceptions of government service users on the quality, efficiency, and adequacy of services provided by various government agencies.”

The same post stated that the three UPD representative units evaluated by ARTA were the Office of the Student Housing, the University Food Service, and the University Library.

“Their outstanding performance and adherence to high service standards significantly contributed to this achievement” the HRDO said.

According to the ARTA website, the full cycle evaluation for 2023 includes 860 government offices, a significant increase from the 50 agencies assessed during the pilot implementation of RCS 2.0 in 2022. The year-round assessment showed the government’s commitment to enhance the reliability and evaluation of public services.

UPD was among 96 government agencies that received the Silver Award. The highest recognition, RCS Gold Award, was given to 64 government offices with excellent ratings (in the 95-100% bracket). Of the 64 Gold Award recipients, 18 agencies were identified as top performers across all agency sectors. The top performers received monetary incentives.

The ARTA website further stated that, “The RCS is a holistic tool that measures the effectiveness of the Citizen’s Charter in reducing regulatory burdens and the impact of the human resource systems and programs on delivering efficient government service.”

Receiving the award during the Oct. 30 ceremonies at the Conrad Manila Hotel in Pasay City were UPD Vice Chancellor for Administration Adeline A. Pacia and HRDO Director Arthur A. Gonzales III.
