UP Diliman (UPD), through the School of Labor and Industrial Relations (SOLAIR), signed a memorandum of agreement (MOA) with the Department of Labor and Employment (DOLE) for capacity building and leadership development in public service.
The MOA aims to develop and strengthen the policy and management decision-making of DOLE’s supervisors, middle managers, and executives through the SOLAIR’s management development program (MDP). MDP is one of the School’s institutional training programs.

According to SOLAIR Dean Melisa R. Serrano, the MDP for DOLE is tailored to the needs of the institution. SOLAIR and DOLE designed the curriculum customized for a public sector setting in line with DOLE’s mandate. The two institutions selected subject matter experts for every session across the nine modules. The modules are fundamentals of management, strategic leadership and decision-making, human resource development and organizational development, labor policy analysis, program development and management, strategic negotiation and alliance building, labor economics, labor dispute resolution, and labor rights and protection.
Serrano added that they plan to run the 12-day certificate course after the midterm elections in May.
UPD Chancellor Edgardo Carlo L. Vistan II and DOLE Secretary Bienvenido E. Laguesma signed the MOA on April 8 at the SOLAIR West Wing Building.
Present at the MOA signing were DOLE Undersecretary Benedicto Ernesto R. Bitonio Jr., DOLE Assistant Secretary Ameurfina R. Reyes, DOLE Human Resource Development Service Director Brenalyn A. Peji, former SOLAIR dean Ronahlee A. Asuncion, SOLAIR faculty members, REPS, administrative staff, and DOLE personnel.
