QAO holds INSPIRE

The Quality Assurance Office (QAO) kicked off the 2026 edition of its Institutional Strategic Program for Innovation, Research, and Education (INSPIRE) with the theme Aligning Purpose. Strengthening Systems. Advancing Quality.

INSPIRE brought together UP Diliman (UPD) administrators and unit heads to learn the knowledge, tools, and strategic framework needed to advance operational and academic excellence. They were also instilled with the understanding of how the University operates, the challenges it faces, and the opportunities they can take advantage of.

QAO Director Evangeline Amor said one of the objectives of this year’s INSPIRE was to integrate the various governance frameworks used by the administration, such as the Strategic Performance Management System (SPMS), into the unified one strategic governance system (SGS).

“The key word is integrating. We are not introducing a new framework on top of the old ones. We have enough of these frameworks. What we lack is the connectivity across these different frameworks; INSPIRE will empower university administrators to align union-level operations with UP’s mandate, ensuring academic and operational efficiency, fiscal responsibility, and a sustained culture of evidence-based excellence,” Amor said.

Meanwhile, UPD Chancellor Edgardo Carlo L. Vistan II introduced “student journey” as one of his action plans for UPD. He defines the plan as “the totality of all the processes that the student will experience while in the university.”

“I believe our students will bring what they experience in the classroom, in our colleges, in the university, to their homes, to their communities, and their organizations. That’s why the student journey that we create, build, and implement for them is important. I also believe that UP’s success in delivering on its mandate is measured not only through the accomplishments of our graduates but also through how they live their lives every day,” he added.

Launched in 2023, INSPIRE is a series of guided discussions and structured workshops designed to assess and then align or realign UPD units’ activities and plans with the University’s strategic directions.

This year’s INSPIRE was held at the Institute of Biology Auditorium on May 11 and 12.
