After accrediting UP Diliman (UPD) as a PRIME-HRM Maturity Level II (ML II) government agency in September 2021, the CSC visited UPD on March 16 this year to personally hand over and award the University’s certificate to Ma. Theresa T. Payongayong, PhD, UPD’s officer-in-charge, at the Office of the Chancellor (OC).
According to the CSC website, PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resources Management) is “a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices towards human resource excellence.”
A government agency that reached ML II has a process-defined human resource system. The University obtained ML II in all four core human resource areas: recruitment, selection, and placement; performance management; learning and development; and rewards and recognition.
Hans R. Alcantara, director of the CSC Field Office-National Capital Region, said UPD’s recognition is a result of its determination to promote people excellence for efficient and effective public service delivery.
“This is a recognition of the soundness of the human resource processes and mechanisms in UPD,” he added.
In response, Payongayong said, “UPD will continue to do its best to serve the public and the community, and of course with the support of the CSC.”
Alcantara was accompanied by Hiyasmin F. Diaz and Yumi May S. Muroie at the handover.
Also present were Vice Chancellor for Administration Adeline A. Pacia; Human Resource Development Office (HRDO) Director Augustus C. Resurreccion; HRDO Deputy Director Arthur Gonzales III; Human Resource Recruitment Division Chief Rosalinda J. Tingco; Planning and Research Division Chief Rogelio T. Estrada Jr.; Administrative Section Chief Monina B. Becoñado; Scholarship Section Chief Wilfredo M. Delfinado Jr.; and Office of the Vice Chancellor for Administration Executive Assistant Joan M. Lilo-an.
