Palma Hall, Malcolm Hall declared safe for regular activities

An incident report of the UP Diliman (UPD) Public Safety and Security Office (PSSO) to the UPD Office of the Vice Chancellor for Community Affairs (OVCCA) has declared the Palma Hall and UP Law Complex as safe spaces for the resumption of normal or regular activities after these received reports of possible security concerns.

According to Vice Chancellor for Community Affairs Jerwin F. Agpaoa, a University stakeholder shared an Instagram post which contains concerns to Palma Hall and Malcolm Hall’s safety. As a precaution, some employees from both buildings called the PSSO to look into the matter. Following security protocols, the PSSO coordinated with the Quezon City Disaster Risk Reduction and Management Office in the afternoon of 15 Oct. 2026.

Soon after, the Quezon City Department Emergency Coordination Unit (DECU), Quezon City Explosive Ordinance Disposal Team (EOD), and K9 units arrived at Palma Hall around 3 p.m.

Upon their immediate talk with Officer-in-Charge Mary Ann G. Bacolod of the College of Social Sciences and Philosophy and Dean Gwen Grecia-De Vera of the College of Law, the PSSO simultaneously evacuated the occupants of the areas. Thereafter, the DECU, EOD, and the K9 units conducted the “sweep and panel” of Palma Hall. After a quick but thorough assessment, the EOD team advised the area as “safe for the conduct of resiliency activities.” In common parlance, this means safe for the resumption of regular activities.

After completing Palma Hall’s “sweep and panel,” the teams immediately moved to Malcolm Hall and Bocobo Hall for a separate “sweep and panel.” The teams also cleared the venues of any security concerns.

Classes and regular operations at the Palma Hall and the UP Law Complex resume on Oct. 16.
