The UP Board of Regents, at its 1404th meeting on Nov. 26, approved the appointment of three UP Diliman (UPD) faculty members as deans of their respective home units—two new deans and one re-appointee. Each will serve a three-year term until 2028.
The new deans are Erik Paolo S. Capistrano, PhD of the Cesar E.A. Virata School of Business (VSB), and Francisco N. de los Reyes of the School of Statistics (STAT). Meanwhile, Giovanni Francis A. Legaspi has been re-appointed for a second term as dean of the UP Asian Institute of Tourism.

Erik Paolo S. Capistrano, PhD is the new dean of the UP Diliman (UPD) Cesar E.A. Virata School of Business (VSB). He is the 16th dean of the University’s business school.
A full professor at the VSB, Capistrano has over 20 years of experience in teaching, research, mentoring, and consulting on information technology management, operations management, innovation management, business research techniques, as well as the business and economic aspects of the Korean Wave (Hallyu).

He has published numerous research in local and international peer-reviewed journals. Recent publications include Innovation Self-Efficacy, Theory of Planned Behavior, and Entrepreneurial Intentions: The Perspective of Young Filipinos (2025), and Self-Efficacy and Attitudes Toward Healthcare Technology Use: Empirical Evidences from the Philippines (2025).
Capistrano was conferred UP Scientist I (2023-2025) through the UP Scientific Productivity Awards. He was also a recipient of the 2000 Manila East Asian Insurance Corporation Professorial Chair Award (January to December 2024).
He served as the VSB college secretary from August to December 2019, and from December 2022 until his appointment as VSB dean.
Capistrano earned his PhD (international management) from the National Cheng Kung University, Taiwan in 2015, and his master’s (business administration) and bachelor’s (business administration, cum laude) degrees from UPD in 2008 and 2004, respectively.
STAT has new dean
Anna Regidor
Francisco N. de los Reyes is the new dean of the School of Statistics (STAT), succeeding Joseph Ryan G. Lansangan, PhD.

His vision for STAT focuses on five key areas: academic affairs, student services, administration, physical facilities, and extension work and linkages.
According to De Los Reyes, he will “invite faculty members with good track record to serve in the college executive committee, some of whom are currently serving. This is to facilitate healthy transition as there will be guidance on current practices as we diagnose them for possible improvement. I will also set a town hall meeting with the students to hear out more of their concerns moving forward.”
He is known for creating the 65-65-65 Scholarship Fund, a scholarship established during STAT’s 65th anniversary that provided financial assistance to 65 students.
De los Reyes has been with the University since June 1990 and has served in various administrative roles. De Los Reyes has served as director of the UP Office of Admissions since July 2020 and as a member of the University Council Committee on Student Admission, Progress and Graduation since January 2021.
De los Reyes earned his Master of Science (Statistics) and Bachelor of Science (Statistics) from UPD in 1993 and 1990, respectively.
